Intelligence is the power to assert — to generate, to compute, to propose — but it cannot, by itself, cross from assertion to action.

When intelligence becomes abundant (three AI fleets, 25 cron loops), scarcity moves to what it cannot supply: the decree, the verdict, the keyholder's hand. Intelligence drowns the estate and leaves the one thing it cannot make more scarce than ever.
